Argyll and Bute HSCP appoints new Associate Nurse Director following competitive selection process

Argyll and Bute Health and Social Care Partnership (HSCP) is pleased to announce the appointment of James Mullins as its new Associate Nurse Director, following a strong field of candidates.

James Mullins brings extensive experience in clinical leadership, service development and person-centred care, having served in senior nursing roles across health and social care settings. Over a career spanning more than 30 years, he has demonstrated a deep commitment to improving clinical standards, supporting frontline nursing teams and continuing to deliver compassionate, patient-centred nursing care.

James is a Registered Adult and Mental Health Nurse who began his career in healthcare at the age of 16 as a Healthcare Support Worker in care homes in his hometown of Peebles in the Scottish Borders. He undertook his nursing training in 2000 and has since worked across a wide range of healthcare settings, including elderly care, old age psychiatry, neurosurgery, substance misuse, prison healthcare, forensic mental health and female personality disorders.

Throughout his career, James has held a number of senior leadership roles within the NHS and with the Care Quality Commission. Prior to joining NHS Highland in Argyll and Bute, he served as Executive Director of Nursing, Allied Health Professionals and Quality in Leicestershire.

James is deeply passionate about reducing health inequalities and improving population health and wellbeing. He looks forward to working closely with staff teams and collaborating with partners to continue delivering high-quality care and services. He is also a strong advocate for nursing education and previously held the role of Honorary Lecturer at the University of Leicester alongside his executive position.

As Associate Nurse Director, James will lead on professional nursing standards, workforce development and quality improvement, working closely with the HSCP Senior Leadership Team to enhance integration and ensure the continued delivery of safe, sustainable and person-centred care and nursing services throughout Argyll and Bute.

James commenced his post on 1 April 2026, succeeding Elizabeth Higgins who retired earlier this year.
