Argyll and Bute Health and Social Care Partnership (HSCP) is deeply saddened to learn of the passing of Councillor Dougie Philand.
Councillor Philand made a significant and lasting contribution to communities across Argyll and Bute and played an important role in the development of integrated health and social care services. He also worked in mental health services in Argyll and Bute for many years and will be sorely missed by his colleagues and friends.
Having previously being a member of the Argyll and Bute Integration Joint Board (IJB), Councillor Philand provided leadership and helped shape the foundations of integrated health and social care across Argyll and Bute.
Throughout his years of public service, Councillor Philand was a strong advocate for the communities he represented. He was committed to ensuring that local voices were heard and that services were responsive to the needs of people across Argyll and Bute. His dedication and commitment earned him the respect of colleagues across health and social care, local government and the wider public and voluntary sectors.

“Councillor Philand made a significant contribution to public service in Argyll and Bute. As a previous member of the Integration Joint Board, he played an important role in the integration of health and social care locally.
“He was committed to the communities he represented and passionate about ensuring that local people received the best possible services and support. He will be remembered for his leadership, his commitment to partnership working and his dedication to public service.”

“Councillor Philand made a valued contribution to the work of the Partnership and many colleagues across health and social care worked closely with him over a number of years in his role as a local councillor and also when he worked in mental health services locally.
“He brought considerable experience to his role and was committed to supporting the development and improvement of services to ensure they meet the needs of local people and communities across Argyll and Bute.
