Adult Social Care Commissioning Strategy and Intentions
The Highland Health and Social Care Partnership’s Adult Social Care Commissioning Strategy 2026 to 2029 sets out a clear vision for a person-centred and community-focused system of support.
The strategy responds to rising demand, increasing complexity, workforce pressures and financial challenges by shifting the balance of care towards prevention, reablement and supporting more people to live independently at home.
Through the Highland Care Model, it promotes locality led solutions, greater choice and flexibility, stronger community support and collaborative working with providers, partners and communities.
The strategy provides the framework for future commissioning decisions and investment, ensuring services remain responsive, affordable and focused on achieving better outcomes for people across Highland.
