NHS Highland welcomes two new Board members

NHS Highland is delighted to announce two new non-executive members to its Board, following their appointment by the Cabinet Secretary for Health and Social Care, Neil Gray MSP.

Graham Illsley and Brian Steven have each been appointed for four years, with their terms running until 30 September 2029.

NHS Highland Chair, Sarah Compton-Bishop, said:

Their extensive experience across the NHS, Third Sector and private sector will be invaluable assets as we continue to deliver high-quality care for our communities. Both bring significant expertise that will strengthen our Board's capabilities, and I look forward to working with them."

Graham Illsley brings over 15 years’ experience across healthcare and the Third Sector. He trained and worked as a doctor in NHS Tayside before becoming a Clinical Trials Physician. In the charity sector, he progressed into senior leadership roles, advising trustees on governance, strategy, and organisational performance. He has authored strategic plans and impact reports, overseen safeguarding and data protection, and managed the distribution of community funding programmes. Graham combines clinical rigour with Third Sector insight to support strategic development and organisational improvement, and is committed to helping NHS Highland deliver safe, effective, and sustainable care for its communities.

Brian Steven is an experienced chartered accountant who has worked across the profession, industry and the NHS. He has extensive experience in all aspects of NHS finance, having held the position of Director of Finance and Deputy CEO in some of the largest teaching health bodies in both Scotland and England. Brian also brings considerable expertise in leading major operational and strategic change programmes.

The appointments are regulated by the Ethical Standards Commissioner and are part-time positions.
